Tri-County Amateur Radio Club
Minutes of Meeting: 14 Sept. 2019

A regular monthly meeting of the Tri-County Amateur Radio Club was held on Saturday, 14 September 2019, at 8:30 am EDT, at Loflin's Restaurant, 108 Randolph Street, in Thomasville, NC, the vice president, W4DAE-David, being in the chair.  The meeting was called to order at 8:31 am.

Attending:  KF4NEF-Gerald; W4DAE-David; W8LWX-John; KJ4IVP-Donnie, and his son, Baylen; K4KKT-Joe; KK4RR-Richard; KW4IL-Bart; KX4QP-Donald, and guest; KN4VVQ-Jeremy; and KK4VCH-Norman.

A draft agenda, distributed prior to commencement of the meeting, was adopted by unanimous consent.

Approval of Minutes from Previous Meetings

Minutes of the July 2019 meeting, which were not read or considered at the August 2019 meeting, were presented.  Reading was waived.  The secretary, W8LWX-John, moved to correct the July 2019 minutes by striking the words "Members:", "New Member:", and "Guests:" in the "Attendance" section.  The motion was adopted.

Reading of the minutes of the August 2019 meeting was waived.  A motion to approve them without change was adopted.

Reports of Officers and Committees

In the absence of the treasurer, there was no treasury report.

The secretary, W8LWX-John, reported that various corrections had been made to the roster since the previous meeting and that members should take a look at it to confirm the accuracy of their information, whether by looking at the secretary's copy at a meeting or by downloading it from the website at nc4ar.org.  As a regular feature of all future meetings, the secretary plans to report any roster changes that have occurred since the previous meeting.  We currently have 36 members.

Unfinished Business from August 2019 Meeting

The postponed motion from 10 August 2019 to amend the bylaws by adding a new section 6.5, regarding member privacy, was considered.  W8LWX-John moved to replace it with the following:

    BE IT RESOLVED, as a standing rule, that:

    a.  The club respects members' privacy and will try not to collect or disseminate more of its members' private information than is necessary.

    b.  FCC license information, such as a licensee's name, call sign, and station mailing address, is already public and may be used freely.

    c.  Unpublished contact information obtained by the club from its members, such as their phone numbers, e-mail addresses, and any physical addresses other than the member's official station mailing address on file with the FCC, may be disclosed to other club members but will not deliberately be disclosed to nonmembers.  Members who obtain other members' information in this way should take reasonable care not to disclose it to nonmembers.

    d.  Photos taken openly of club events in public places or at the clubhouse, and any other photos already published previously, may generally be used freely to promote the club and illustrate its activities.  But if any member objects to the use of his or her image in any specific instance, the club will make reasonable efforts to respect the member's wishes.

The substitution was accepted without objection and the substitute motion was adopted.                  

New Business

KK4RR-Richard moved that he be appointed by the club as its quartermaster, with the duty to (a) keep an inventory of all club equipment having a value of over $50, (b) report any changes in such inventory to the Executive Board as they occur, and (c) present an annual report on such inventory to the membership at the January 2020 meeting.  The motion was adopted after debate.

KF4NEF-Gerald moved for approval to pay the club's annual dues in October (about $30) to the Southeastern Repeater Association (SERA), a frequency coordinating body.  The motion was adopted.

Program and Announcements

KK4RR-Richard reported on the following:

a.  There is an ongoing project at his "Radio Shack" for planning and building "spud guns" to launch antenna-mounting lines into trees, using a design by W4SSY in the March 2009 issue of ARRL's QST magazine.  Construction is planned to begin on 19 September 2019.  Richard will buy your parts for you if you put $20 in his hands first.

b.  The next license testing session in Thomasville is on Saturday, 21 September 2019, at 9:30 am at the Thomasville Public Library.

c.  Richard and KK4ZIU-Bill are planning to conduct Tech training courses at the Radio Shack leading up to each future test session -- probably 2-3 sessions, spaced a week or two apart. Contact KK4RR or KK4ZIU if interested in sharing your knowledge by teaching at these sessions.

d.  Richard would be glad to hear from anyone with an idea for additional projects at the Radio Shack.

W8LWX-John announced, as a reminder, that the club needs three volunteers before the October meeting to serve on the Nominating Committee.  Contact N4AGL-Anthony to volunteer.

W4DAE-David announced his donation of an oscilloscope to the club.  It will be kept at the Radio Shack.  KW4IL-Bart volunteered to teach us how to use it.


The meeting was adjourned at 9:10 am EDT.
