Tri-County Amateur Radio Club Minutes of Meeting: 11 July 2020
A regular monthly meeting of the Tri-County Amateur Radio Club was held on Saturday, 11 July 2020, at 8:30 am EDT in the parking lot of Doak Park, 301 West Main Street, in Thomasville, NC, the president, W4DAE-David, being in the chair. The meeting was called to order at 8:31 am.
The last previous meeting was the regular monthly meeting on 08 February 2020. The regular monthly meetings for March, April, May, and June 2020 were cancelled by the president due to a declared public health emergency relating to the SARS-CoV-2/COVID-19 coronavirus pandemic and its associated restrictions on public gatherings and on restaurant operations. The change in venue for the July meeting was announced in an e-mail by the president to club members sent on 05 July 2020 and in a notice posted on the club's website on 06 July 2020.

Adoption of Agenda
A draft agenda, distributed prior to commencement of the meeting, was adopted without objection.
Approval of Minutes from Previous Meeting
Without objection, the reading of the minutes of the February 2020 meeting was waived. The secretary, W8LWX, moved to correct by adding KK4RR to the list of attendees. The motion was adopted. As corrected, the minutes were then adopted without objection.
Reports of Officers and Committees
Report of the Treasurer. -- A report for the period ending 30 June 2020, circulated to all members via e-mail prior to the meeting, was briefly summarized by W8LWX. As of 30 June 2020, the club still had $85.69 remaining in its initial $298 operating budget for the year. Cash on hand stood at $1,378.77, leaving $1,293.08 in uncommitted resources (i.e., cash on hand net of the operating fund balance). Year-to-date net income was $346.09, reflecting $693 from dues and donations and $346.91 in expenses.
Report of the Secretary. -- The secretary's report was also provided by W8LWX. There have been no new members in the past month. The club currently has 40 members, all in good standing.
Report of the President. -- The president, W4DAE, reported as follows:
a. As chairman of the Executive Board, which makes all decisions on hardship waivers and assists and advises the president on long-range planning and guidance of future club goals, the president reported that the Executive Board granted one hardship waiver during the 2020 waiver period.
b. The club recognizes and thanks club member Glenna Thompson, KM4PBU, for her recent gift of a Kenwood TS-940S HF rig.
Open Motions from February 2020 Meeting
There were no unresolved motions from the previous meeting.
New Business
There were no motions for new business to be considered at this meeting. However, W8LWX made a written submission of a bylaws amendment, to be treated as a motion at the next regular monthly meeting. The proposed amendment would add the following new section 4.4:
4.4 If, due to a public health emergency as declared by the local, state, or federal government, the officers unanimously deem it potentially unsafe for members to gather in person for a meeting, the meeting may be conducted remotely via telephone, amateur radio, postal mail, Internet-based videoconference, or any combination of these or other methods. The method(s) shall be chosen by unanimous agreement of the officers and should allow for the broadest possible level of participation by all members, including those who lack Internet service. The meeting agenda and the method(s) for holding the meeting remotely must be fully described in a notice to all members at least five days prior to the meeting. Such notice is deemed sufficient if it is timely posted on the Club's website or sent via e-mail to each member at the e-mail address for that member maintained on the Club's roster.

There being no further business on the agreed agenda, the meeting was adjourned without objection.
* Family rate covers all members who, as of 18 Jan. 2025, live in same household; or any member and his or her spouse.
** Senior rate covers any member whose birthday is on or before 18 Jan. 1955.
Membership confers full voting rights only on licensed amateur radio operators. Unlicensed members cannot vote or serve as officers but have all other club privileges.
