Tri-County Amateur Radio Club Minutes of Meeting: 10 October 2020
A regular monthly meeting of the Tri-County Amateur Radio Club was held on Saturday, 10 October 2020 at 8:30 am EDT on the 145.290 repeater and other linked repeaters pursuant to Section 4.4 of the bylaws, with the president, W4DAE-David, being in the chair. The meeting was called to order at 8:30 am.
The on-air meeting was supplemented by a members-only Remote Meeting forum on NC4AR.org where members could post comments, make and second motions, and participate in discussion during the preceding week. A description of the remote meeting procedure was e-mailed to members on September 27, 2020.
Members Attending: W4DAE, David; K4KKT, Joe; W8LWX, John; KK4NWR, Amy; KF4QDS, John; and KJ4UYR, Janice.
Guests: None.
Adoption of Agenda
A draft agenda was distributed prior to commencement of the meeting. As no changes had been proposed in the online discussion prior to the on-air meeting, the draft agenda was adopted.
Approval of Minutes from Previous Meeting
The minutes of the September 2020 meeting were adopted by unanimous consent.
Reports of Officers and Committees
Report of the Treasurer. -- Section 6.4 of the club's bylaws requires that the Treasurer submit, at the regular October meeting, "an itemized statement of all disbursements and receipts occurring since the beginning of the Treasurer's current term of office." This report was submitted as required and is available to members as a download from the NC4AR.org website.
As of 30 September 2020, the club had $180 remaining in its $398 operating budget for the year. Cash on hand stood at $1,258.08, leaving $1,078.08 in uncommitted resources (i.e., cash on hand net of the operating fund balance). Year-to-date income from dues and donations stood at $708, with expenses of $482, resulting in YTD net income of $225.40.
Report of the Secretary. -- There have been no roster changes since the previous monthly meeting. The club now has 41 members, all in good standing.
Report of the President. -- KF4QDS, John, has been appointed as chairman of this year's nominating committee. The committee needs at least two more members. Any club member wishing to volunteer to serve on the committee should contact the W4DAE as soon as possible.
The purpose of the nominating committee is to ensure that there is at least one nominee, able and willing to serve, for each elected position (president, vice president, secretary, and treasurer). Each of the current officers has indicated a willingness to serve again in 2021. Any member wishing to propose a candidate to the nominating committee should contact KF4QDS to do so.
At the November meeting, the nominating committee will nominate one, and only one, full member for each elected position. Additional nominations can then be made from the floor, if desired. Elections for officers are held at the December meeting.
Open Motions from September 2020 Meeting
There were no unresolved motions from the previous meeting.
New Business
W8LWX moved that the membership approve and adopt the repeater site agreement of August 6, 2020, the text of which was made available in the Remote Meeting forum on NC4AR.org prior to the on-air meeting. The motion was adopted by unanimous consent.
Program and Announcements
KF4QDS announced that NC4AR Tri-County Amateur Radio Club Thursday Night Net, normally held at 8 pm each Thursday on 145.290 and other linked repeaters, will not be held on Thursday, November 26, 2020, because it is Thanksgiving Day. The net also is not expected to be held on Thursday, December 24, 2020, because it is Christmas Eve and would conflict with the Vagabond Ragchew Net's traditional "Santa Watch Net." W4DAE will remind members of these scheduling changes via e-mail.
Adjournment
There being no further business on the agreed agenda, the meeting was adjourned without objection at 8:57 am.

Membership confers full voting rights only on licensed amateur radio operators. Unlicensed members cannot vote or serve as officers but have all other club privileges.
