Tri-County Amateur Radio Club
Minutes of Meeting: 20 Nov. 2021

A regular monthly meeting of the Tri-County Amateur Radio Club was held on Saturday, 20 November 2021 at 8:30 am EST in Room 221 of the Finch Building at Davidson-Davie Community College, 297 DCC Road, Thomasville, with the president, W4DAE-David, being in the chair.  The meeting was called to order at 8:40 am.

Adoption of Agenda

A draft agenda, which had been distributed prior to commencement of the meeting, was adopted by unanimous consent.

Approval of Minutes from Previous Meeting

By unanimous consent, reading of the minutes of the October 2021 meeting was waived and they were adopted.

Reports of Officers and Committees

Report of the Secretary. -- There have been no roster changes since the previous meeting.

Report of the Treasurer. --  For the 2021 dues year, month ending October 31, 2021, we still had $213.44 set aside as operating funds, out of our initial budget of $390.  We had a total of $935.01 in "cash on hand," which includes the balances of our checking, savings, and PayPal accounts, plus any currency, coins, and checks awaiting deposit. By subtracting our operating fund reserves from cash on hand, we see that we had $721.57 in uncommitted resources as of 10/31/21. Through our tenth month of the 2021 dues year, we had received $1,127.10 in dues and donations and had spent $1,450.07, resulting in year-to-date net loss of $322.97.

Report of the President. --  W4DAE, David, reported the following:

The Sinclair duplexers have not yet been substituted for the old duplexers on the club's 145.290 MHz repeater.

We'll be meeting in the same place (Room 221 of the Finch Building at DDCC) in December and January.  Since we have a pending 501(c)(3) application and are a community non-profit organization, DDCC makes the room available to us without charge, as long as we provide a certificate of insurance showing suitable liability coverage.  Last month, the membership approved the expense of $200 per year for a liability policy, so W8LWX secured the coverage through the same ARRL-affiliated carrier that provides our equipment insurance.  The liability policy will also be very useful in securing venues for Field Day and other club-sponsored events in the future.

We can continue to use the DDCC room after January if desired.  Room reservations cannot be made more than three months in advance, however.  The current reservation, for November-December-January, gives us a chance to see whether we wish to continue.  Our previous regular meeting space at Loflin's Restaurant is still not available due to pandemic-related short-staffing and abbreviated hours there.  The DDCC space ensures us of having reliable, indoor space for face-to-face meetings this winter.

Open Motions from Previous Meeting

There were no open motions from the previous meeting.

New Business

A motion by W8LWX, first submitted in writing at the October meeting, was seconded, debated, and adopted by unanimous voice vote.  The amendment eliminates the two-term limit for president and vice president in section 5.8 and renumbers the old section 5.9 as 5.8.

KJ4JUS, acting as the nominating committee, tendered the following nominations for officers for the election to be held at the December 2021 meeting: for president, W4DAE; for vice president, K8AOK; for secretary, W8LWX; and for treasurer, W8LWX.  The bylaws require the nominating committee to nominate one, and only one, member for each office.  Additional nominations were also invited from the floor but none were tendered.

Announcements and Discussion

KR3HAB announced that the city of Thomasville is beginning to experiment with LED streetlighting, which could cause RFI if done improperly. A discussion ensued, touching not only on RFI but also on alleged effects of LED lighting on astronomy and public health.  KK4RR proposed that the club inform the city of the need to comply with FCC regulations on RFI.  W4DAE suggested that any such action be deferred pending a more specific proposal from K43HAB, KJ4NUS, and/or other members. No motion on this topic was seconded, nor any action adopted.

KR3HAB also raised the possibility of an opportunity for a DXpedition to India and the use of club-owned equipment for it.  No action on this topic was taken.  W4DAE suggested that it be considered further when more specific details can be made available.

K4KKT raised the problem with occasional interference on the club repeater when it is linked to the KF4OVA system.  W8LWX stated his understanding that the interference arises from the simultaneous use of the same UHF link frequency by two different repeater systems; when it happens, the other system cannot hear our transmissions but we can hear theirs.  This created substantial disruption to the club net on 11/18/21.  W4DAE stated that he will raise the matter with our net manager, KF4QDS.  Since it appears that full resolution of the conflict might require hardware replacements at the various repeater sites, a work-around might be to simply shut down the link whenever the problem disrupts the club net and continue the net solely on the 145.290 club repeater without the link.

W8LWX asked whether we will be using the next regular meeting, in December, as our holiday party.  In past years, after conducting the election of officers and whatever other business was required, we adjourned for a voluntary exchange of gag gifts and a holiday party.  W4DAE stated that he had planned an e-mail to members between now and then, proposing that we continue this tradition and keep the long-standing $5.00 gift limit for those who wish to participate.  The pandemic prevented us from having our holiday party last year.

KK4RR announced that there will be no exam test session after the December meeting.


There being no further business on the agreed agenda, the meeting was adjourned without objection at 9:30 am.
